| Testing phone lines for slow connection ?

I am in an area that has the 16MB O2 package available.
However, I can't get any faster than a 2-2.5 MB connection on my phoneline
I have been told, quite reasonably, that this is beyond O2's control and that the problem lies between the exchange (1.5 miles away) and my phone socket.
I'm obviously a bit disappointed to only get this speed - I would have expected faster only 1.5 miles from exchange.
This site's connection test suggests a maximum of 3.91MB for my phone number, so clearly there is an inherent restriction - ? copper wiring.
Is there anything else I can do ?
Would testing / replacing the copper wire running from my house to the telephone pole make a difference ?
Is there someone I could get to do this (at a reasonable price) ?
I'm in the UK.
