It's 1.5 meg and higher customers.
If I remember correctly, the Premium service allows roaming on AT&T partner networks and while using the complimentary service you are stuck with the AT&T network. In other words, if you can't find a working AT&T hotspot you are SOL, or pay to use whatever site you can find.
They have a "compare the packages" link on their website if you want to see the differences in their plans.
