Then I set up a firewall rule (port forward) to allow connection to/from that site to computers on this end. (something I never had to do before)

Then everything works ok. I since stopped using any ftp 3rd party ftp software - although that was what helped me fix settings on my router.

Direct connecting a computer (bypassing the router) worked, but I noticed it got an IP address that was radically different than what the router was getting.

I changed the MAC address on the router to match the working test computer. The router is now assigned that radically different IP and I can get in the FTP just fine.

Can you elaborate on your settings?

I am having this same problem as of today. I can easily access any other FTP (work, for example) but not webpages.charter.net. Accessing it via HTTP works fine.

I can VPN into work, then VNC my desktop, and have no problems with ftp into webpages.charter.net. Hmm? Odd you have to do port forwarding in the router. I don't. Could understand that if you were hosting a server/connecting with someone else directly through ftp.

Got it to work. Issue was in port forwarding to from my router with charter. For some reason things changed last week. If you need help here are details

I have never run with windows firewall enabled and even still i have filezilla set up to run as an exception.
