The best way is to shape it on the customers CPE and then back at the NOC again by using M0n0wall or some other form of traffic shaping/throttling. While M0n0wall works fairly well, it has a little bit of a learning curve. I do not think it works as well as some of the other paid options out there like NetEqualizer, but something is better than nothing. ;)
