"Protocol agnostic"?

I always thought the purpose of having a speed cap was to limit the total amount of data you could xfer in a specific period of time. Having a cap on the total amount you can xfer is, at best, redundant; and if you're going to do it, then you should remove any speed caps--give an equal share of available bandwidth to those currently trying to use it (first come, first served... everyone/every packet being equal). As it is now, someone can max out their speed while only using 1% of the available bandwidth, which is kind of stupid from a network management point of view... but that's Comcast (and everyone else). As we shall find out, "protocol agnostic" simply means "throttle everything".
