The best way is to shape it on the customers CPE and then back at the NOC again by using M0n0wall or some other form of traffic shaping/throttling. While M0n0wall works fairly well, it has a little bit of a learning curve. I do not think it works as well as some of the other paid options out there like NetEqualizer, but something is better than nothing.

The learning curve for NetEqualizer is pretty minimal. Fairly easy fix to the problem.
