With Residential DSL you can't tell until it is installed. There is no pre-testing speeds or sync rates beforehand.
With a old install that is dedicated, you are grandfathered to a maximum of 1.5/384 on your Covad provisioned/Verizon owned line even if it is capable of going much faster.
