Optical mice works best on a surface with a regular texture. Sudden changes in the surface could cause a jump, plus lifting and setting the mouse down could also cause it the cursor to jump. A decent laser mouse avoids most of these problems.

The problem with rough surfaces is that when they wear down they get glossy and the optical mice no longer tracks well (I used to use rough plastic mouse pads quite a while ago). Plus with a rough surface the mouse feet wears down quite a bit faster. Rough surface pads were designed to maximize tracking for ball mice which did require the traction of a rough surface.
