Completely remove the backup battery from the Arris and disconnect it from the A.C. power source and turn the computer off.
Wait a few minutes, then plug the Arris back in and let it fully sync. Now power up the computer.

Sometimes there are issues with the proper functioning of the reset buttons with the Arris telephony modems.
You should get a router so that you don't have to worry about powercycling the modem each and every time that you want to change the device that is being directly connected to it.
This was done when the tech was here. We unplugged the modem and took out the battery. No Dice. Still cable unplugged.
