The ISP can have privately-addressed routers internally yet still be routing traffic for public IPs at the edge. With Verizon, my first hop is a 10.x.x.x address, though I definitely have a public IP. |

| With all due respect, given the OP's contry of origin and the terrible ping times to the 2nd hop and beyond, I still believe the ISP is giving a private IP and doing NAT/PAT.
