The limit actually isn't that bad and I am usually able to max it out.2 Mbps is pretty good for a free service. Because a very small percentage of users will drag everyones speeds into the dumper when they download/upload all those files.

Total of 12 connections.
If I recall correctly, that used to be case before Cox farmed out newsgroup service to highwinds.

Now there is no longer 3 servers, only 2, and you may also only connect a total of 4 times, across the servers.
