Sounds to me there is water getting into your cable. My parents have almost this same problem. Theirs seems to loose sync when it rains but it's only a 1.5M express. It also gave static on POTS.

My guess is if you are the only one with this problem, it's in the feed to you residence and not the main trunk. That line is still their responsability.

My lines are all buried, so I don't have this problem.
