Something is up with my house wiring, something is holding the line open, all phones are disconnected and the VDSL service is fine.

I've been running on the rewiring I've done for a while now I don't think its what I did. I think its the filter but I'm not actually sure.

With everything in the house the dial tone will not restore its self, waited 2 minutes then tested line, this includes RG or anything that would plug into the phone.

Getting an automated line test from AT&T will restore dial tone but line is held open.

Testing at the test jack on the (bauln?) in my kitchen is no dial tone, if I unplug the test jack for 2 min. Tone is not restored.

If I disconnect the bauln/filter for a minute the reconnect Tone is restored but the line is held open. The only thing I have yet to try is to just remove the bauln/filter completely and sing if I have consistant tone and line close.
I actually had to go on a repair for something like this. Ended up having to change the Splitter/balun/filter, and also had to do a port swap at the VRAD. And the customer commented that the POTS line had stopped working during a storm... Something shorted out the POTS signal.

Was there an exact time or incident or anything that you can think of that coincided with when your POTS line started to be held open?
