Which functionality do you need exactly? Plenty of programs that might do one thing or the other great (print CD labels for example). You could try iWork and use Pages to layout documents.

I want to make a picture with graphics and neat lettering to print on iron-on paper to put on a t-shirt. I guess it doesn't matter which program will do it, however, it's just a one time thing and I don't want to pay for it if I can help it.

Plenty of graphics programs with time limited trials. Pixelmator, Acorn, Photoshop, etc.
