I believe it is the official policy for Hughes that installers will only be certified if they are doing actual installs for a dealer. They did that when people were running certification courses for any-and-all comers in the past.

That does not mean you cannot learn to point and do everything that would be normal in an install - many thousands move and point their own dishes routinely without ever becoming certified installers.
