1) allow_url_fopen is the easiest method to hack a website. Turning it ON is suicidal.
2) Magic quotes can be enabled using a local php.ini/.htaccess file depending on your server configuration.
3) SOAP is provided along with php5, and that's the industry standard as far as I know.
4) Surpass does provide you option to switch back to php4. They even notified me well in advance before they upgraded php/mysql
