New bell caps all day long

Hello,

It seems that Bell may have relaxed its capping service a little bit, but instead they went on a 24/7 cap BitTorrent on the lines in my area, a limiting speed between 200-250. My neighbor got the same issue.
At 6pm its 30k until 2am.

When is that CRTC thing comming ?

Mine has been 30kb/s speeds since 5pm yesterday.. Even as of right now and all night last night.

I was unthrottled as usual in the morning-aft until 4:30.
(don't let the 200ish fool you, it wasnt that fast a torrent - ubuntu got to 500+)
then at 4:30 - speed plummets.

Question:

BitTorrent relies on availability of peers. If most peers appear between 16:30 and 02:00 when Bell cripples us, this forces us to do the downloads during off peak tmes when there are fewer peers available.

Would it be correct to state that for many downlaods, doing them during business hours would generally mean slowler speeds because there would be fewer peers availbale to give you data ?

Is is the scale of bittorrent usage such that the number of peers available doesn't change much during the day ?

I have never seen that for popular torrents. Most people seem to seed continuously until their ratio (data seeded to data leeched) exceeds 1.0. Some people even seed a torrent continuously until there are no more leechers.

I would say so, especially for the most popular material. It is not unusual to see 10s of 1,000s of seeders of a popular TV episode or new movie within hours of release.

I have a torrent that's been going for 40hrs averaging 28.5Kbps

It has never ever gone over 30-40kbps all week now even with over 70 peers connected. There's 65 Seeds and 700 peers on this torrent.

my connection is definitely crippled 24/7

I'd also want to say that something definately isn't right.

While I'm not too torrent fond as everyone, I deal a lot with encrypted connections, VPNs, SSH and just SSL websites in general. All of these tasks have been VERY VERY slow and choppy as of lately.

This insanity must stop. How on earth is this even legal? How does Bell get away with this?

Yup, people in the bell forum are saying their connection is crapped out 24/7 as well.

Conversely I am on bas8-kitchener06. Here are my current Azureus speeds. I get throttled down to 30kB/s after 6pm most days but during the day my BT speeds are limited only by my 4Mb/s DSL profile and the number of peers on my torrents.

Probably the easiest way is to look at one of your DSL modem's configuration pages. But that is beside the point. All I am trying to say is that not everyone who gets throttled by Bell gets throttled 24x7.
