Conversely I am on bas8-kitchener06. Here are my current Azureus speeds. I get throttled down to 30kB/s after 6pm most days but during the day my BT speeds are limited only by my 4Mb/s DSL profile and the number of peers on my torrents.

I have never seen that for popular torrents. Most people seem to seed continuously until their ratio (data seeded to data leeched) exceeds 1.0. Some people even seed a torrent continuously until there are no more leechers.

I would say so, especially for the most popular material. It seems that Bell may have relaxed its capping service a little bit, but instead they went on a 24/7 cap BitTorrent on the lines in my area, a limiting speed between 200-250. My neighbor got the same issue.
At 6pm its 30k until 2am.
