If they are going to pull cable why not pull fiber and be ready for the next 10,20,30+ years? Sure cat6 can do gigabit but it as a 100m distance limit which you would easily run into in some of these buildings. If your going to do it you should do it right, and do it right the first time. It will be better for everyone this way.
