I had a similar problem many moons ago...in the Heights area of Houston.

The phone line coming to my house was overhead and came into a junction box on the side of my house near the roof.

The box had a cracked at some point and water would get in any time it rained. It wouldn't fill up...but inside would get wet. My phone still worked but it provided enough interference to knock out my dsl connection.

An electrician friend of mine noticed it after a month of neck aches from being on hold and getting nothing accomplished from SWBell. After he replaced the box the problem went away.
