Does 3Web equal CIA? If so, then I get 700 kbps on average, and 850 kbps sometimes.

 Yes CIA and 3Web are both part of Cybersurf. This is what you can expect with DSL if your line is decent and you are close to the CO.



You should read all the reviews on 3Web before you go with them. There are many other DSL providers with better reputations.
