It's good that you were able to achieve those speeds with the old 3com - that means you've got a good line (the modern modems sync better, especially on upstream).
Actually, it's hard to tell at this point because some areas are already under the new system, which supposedly works much better than the old one.

The true testament lies with your actual attainable download rate to the central office under the new system. Theoretically it should be 24 Mbps, but on average it should be around 12-15 Mbps, which is not that great if you think about it.

I do not think you need to flash your modem unless you really have to.

This is my current speed after convincing TELUS that a fraction of their equipment is malfunctioning:

Download: 2710 Kbps
Upload: 640 Kbps
