Ran into those problems myself years ago when the procurment agencies were bound by congressional decree to start buying for small businesses even if they were not the lowest bidder. Congress then forced the agencies to buy all the manufacturing packages from the developer of the products and second source them..giving all the Make to Print Houses a chance to duplicate the products or SPARE PARTS..some of that work went to prisons in the US..most ended up sourcing from Companies who had small offices in the US..but manufactured overseas.  It still goes on today.
Small Business Set Aside made Millions for some..it also trashed the US Business and Manufacturing Infastructure.
