No, there's no ramp on Elite. Your speed test at »helpme.att.net/dsl/speedtest/ should be 5.0-5.1Mbps down so it sounds like you're right where you should be.

As far as the cash back, I don't think we've seen any comments on it in the forum but I'd take a stab and say they'd credit the bill automatically. Hopefully someone more familiar with the exact process will pop in here.
