You can reasonably ask for between $300-600 from the info you have provided for a 3 year license. Most mast designs wont make it that long.
to pick a price, ask yourself:
-could this be easily reproduced by one of their own photogs?
-does a similar image exist elsewhere at a lower price?
-what is this image worth to me?
-a pro would ask, what was the cost of producing this image? This isn't a valid question since you are not a full time pro.
A full time stock or editorial pro would charge $3,000+. Or they could hire a freelancer for $75 to go shoot it themselves.
If you feel uncomfortable asking for that much money, start by asking them how much their budget is. Then double or triple that number if it is not in the above range, citing the cost to produce the image and its rarity (if it is).
There is no right answer. You want to pick a price that you feel that you were not taken advantage of and proud it is being used in your community. If your price is to high and you stick to it, be prepared to be turned down, and thats ok, cause you decided your image was worth more. If its to low, especially if they accept without any negotiation, you don't want to feel like you low balled. Which is why its important to ask what their budget is to feel them out (the triple it  ).
