Dreamweaver template issues

Here is the live site I am trying to play around with: »www.renossportsbar.com/

I don't understand how the template created for a test site should work, and it is no wonder that it doesn't work. Any ideas what is missing from this code to insert the template? The directory structure seems right.
/Site Root->
/images
/template

The image folder and template folder are at a peer level relative to the site. Both the template and the index.html files display fine in Dreamweaver, but when I click on the index.html file to load it, the template is not loading. All of the referencial code in the index.html file regarding the template seems commented out. I have been looking throught the help files, but I am missing somthing. Is it really just

The header seems to scroll in IE6. There are no scroll bars but if you click and hold the mouse on the header image and drag, the imge scrolls up and down.

Just a heads up.
