The rep in the Direct Forum is correct that the times may be changed, but we all know that that's not the case (or else EVERYONE would be impacted).
Look at what happened last November as a perfect example when throttling lasted 36 hours straight - EVERYONE was impacted, not just a few.
And the fact I'm not impacted (in Ottawa), when someone is apparently is proves that there is no throttling. If there was, EVERYONE in Ottawa would be impacted - not just ONE person.
Seems only (literally), a handful of people are being impacted by this problem, yet NO ONE else in those areas are being impacted - odd, no? |
