did you try with a standalone install? Otherwise ,MS provides free unlimited support for install issues

I would like to try it with a standalone CD, and faling that, go to support.

I am frustrated trying to find a way to order the CD or download the .iso file.

There is no CD offered at the moment. It is not clear that one will be provisioned. There is a reference in the installation notes to such a CD, but this may be only a reference to the ISO.

The ISO is not "stand-alone" in the sense it is bootable. It just contains a set of folders.

Donwload the executable Network Installation Redistibutable. Boot to Safe Mode. Be certain your antivirus and firewall are disabled. Try the install. Your first try indicated a connection issue with the Microsoft servers. Your better bet is to remove them from the loop by downloading the Network Installation.

The Network Installation can be extracted to recreate the same Folder and File structure as on the ISO image. So you could burn that to CD if you chose. It is also used for any Slipstream you might plan in the future.

I will try that. I saw the NIR but was not sure it could apply to me.

I assume it will work if I disconnect from the network, or do I have to be able to reach the MS servers even with the NIR?

It is only called the "Network" installation because it was intended for use on multiple computers; and because it contains some additional tools likely only of interest to Network Administrators -- such as the Deployment Tools, e.g. SysPrep. You can use it on 1 or 1 million computers to install XP SP3, albeit most Network Administrators will likely use it for Slipstreams.

It needs no Network or Internet connection. It is a completely self-sufficient and contained installation package for Service Pack 3.

Alternatively, you could integrate Service Pack 3 into your Windows XP disc, using AutoStreamer. It would create a .iso file that could be burned to a disc.

Note: Requires the Network Installation Redistribute version.
