I am not sure you can find too many VoIP providers that offer "green" or "toll-free" (for the caller) Romanian numbers.
Oriunde.com offers such numbers. However, they don't have BYOD, so you are bound to have a monthly plan (about $ 9/month with 200 minutes I believe - paying just $ 1 more for a toll-free number) and use their adaptor.

There are several providers that do offer Romanian DIDs (as said, not sure if they have toll-free DIDs):

Callcentric:
- Rate with Romania Proper 5.4 cents/min
- Internat Unlimited DID # : $ 7.95 setup fee/ and $ 8.95/mo

CallWithUs:
- Rate with Romania Proper 2.5 cents/min
- Romania DID (3000/mo. minutes): $ 5.00 setup and $ 5.00/mo

Future-Nine:
- Rate with Romania Proper 2.5 cents/min
- DID ---> you can post a question for Nitzan Kon as for how much would cost a Romanian DID

I am sure there are some other providers, but at least you got something to start with. Do a thorough investigation/comparison before you decide for a provider.

Great to know, as it sounds very enticing. (Can you put your hands on some 40-34 numbers, or Bucharest is the only option from your re/sellers?)

The "21" numbers have any included minutes or the regular rate with Romania applies for incoming calls?

Actually I've been a customer of theirs for a while and I didn't have a problem getting the SIP settings/credentials for using a different adapter (I even had the account programmed in my Asterisk for a while). And the adapter is "free" (well, more like "included with the 1 year contract") so it's never a bad idea to keep a spare around, if you program the settings in your own router.
As far as I know, www.oriunde.com is the only provider offering true toll free Romanian numbers (0800-xxxxxx) over VoIP (keeping in mind that calls to regular local numbers in Romania are not free, even on land lines).
The reasons I no longer use their services:
- the monthly fee (there are other providers, mentioned in this thread, like www.smartcall.ro) who give you the local DID for free.
- many local telephone companies (including Romtelecom) now have plans with lots of minutes included (even with free evenings/weekends), so a toll free number is no longer that attractive
- some VoIP providers like www.justvoip.com (and other Betamax companies) give you lots of free minutes to call landlines in Romania. So you can get a local number from smartcall, then when someone wants to call you, they can call your smartcall number, let it ring until you see their number and you can call them back for free.

Shanghai (21), Weifang (536), Xiamen (592) are $6 setup & $6/month.

Guangzhou (20), Hengshui (318), Shenzhen (755), Dongguan (769) are available but expensive. ($15 setup & $15/month)

That's too expensive. With $15 I could call China 1500 minutes using F9. 50 minutes/day on the phone is too long for me.
