when i run a trace route now i get the request timed out on the second hop which is my modem, internet works okay.

Saint Louis, MO		 Probably just means its blocking icmp packets for some reason. Not a problem, nothing to worry about since your internet works fine.

As an aside - the 2nd hop (after your router I'm assuming) is not your modem - it's the CMTS in the headend that all ther users in your area connect to (though each users has a different public IP for that hop) and if it's timeouts all the time then it's because Charter as set it to not respond to IMCP like the last poster said.
If you use PingPlotter if may respond although it may not show the IP address correctly.
