You can open both files, the XML will open in a browser and the DTD is just a text file.

They both look like configuration files.

Likely these are just like any transient file created by many programs in that there is a default version stored in the program that is used to rebuild the file, and that this file is modified as you use the program to suit your particular system and saved so it doesn't have to be set the next time.
