It's not necessarily a bad thing tho and in some instances it can makes startup significantly faster. I'd much rather have it written to a small file than written to the registry.

They both look like configuration files.

Likely these are just like any transient file created by many programs in that there is a default version stored in the program that is used to rebuild the file, and that this file is modified as you use the program to suit your particular system and saved so it doesn't have to be set the next time.
