Looked for it in the BIOS. It isn't there and supposedly Windows Vista's drivers control it---hence the power settings and speed loss I guess. This is a desktop by the way--not a laptop.
Set the power options to Maximum Performance. In the Maximum Performance settings, set the Minimum CPU to 100% and the Maximum CPU to 100%. That should have you running at full speed all the time.
