I don't think you can overload Bell's systems this way because they have plenty of bandwidth within their networks, which is one of the reasons why they shouldn't throttle.

Also, by downloading from a website that's not in TekSavvy's own network, you would drive up the bandwidth usage for TekSavvy as well.
