Alltel and torrents

I have a UM150 usb hooked into a smoothtalker amp and external antenna. Getting full bars and -75dBm. Speedtest gives me about 900-1000kbps download. This means I would ideally be getting ~120kBps and I can get 60+ on downloads. I need to download a new program for my work and the server is running a p2p torrent to distribute. I am only getting 10-15kBps, even on my sat internet I am getting 30+ (others getting 500+ on land broadband lines so not a seed issue). Are there certain ports being blocked/limited by Alltel?

Alltel is 100% unfiltered, but they're doing this stupid shit to the network that's totally screwing everyones speeds up. So no telling what the heck is going on.

My torrents download just fine at 100kb/sec, 60kb/sec average now due to the network changes.
