I see this as good but bad.

It means...

Good news for E* subs that you now have HD channels added to bring you in line with D*. It's bad because it means that even with the AMC14 loss, E* had enough bandwidth in reserve that they sat on it and did not provide more HD channels, even though they had the reserve bandwidth to do so!

Why did E* make you wait so long when they had the bandwidth to add these HD channels?! AMC14 was padding. They should have added these sooner. What does this mean moving forward as E* is now behind with the AMC14 loss but D* has their sat ready to go live soon for even more HD?!

It still means they HAD bandwidth they were sitting on (be it for locals or national). That was my point. They sat on useful bandwidth. I'll agree that it will probably mean a delay in local HD rollouts. Sad.

Well don't forget first they need to get the capacity up there, then they can't just put up makets as they wish, but go through negotiations with each station in each one.

True of national HD, maybe it took a while to negotiate a fair deal vs what the network originally wanted.

It is also the possible the satelite had to be moved from a secondary arc location, that takes time and careful planning, and then retesting it all.

Many factor come into it all, its not just the "You can just Do It" thing many see it as.
