[XP Pro] Where is the Component Database Manager

I've just downloaded the Chinese Simplified language pack from Microsoft. The instructions with it are:
Installation Instructions:
1. Download LANGCHS.EXE
2. Extract LANGCHS.EXE and save to a location on your local machine
3. Open Component Database Manager
4. In the Database tab, choose Import.
5. In the SLD file box, type the path to the .sld file you would like to import. To browse for the file, choose the button to the right of the box.

Well, that's all well and good except I cannot figure out where the Component Database Manager is. I've Googled and everyone wants to know where it is but I can't find an answer.
Help?
I found this on Microsoft but I still don't have it.
Open Component Database Manager. You will find the icon for Component Database Manager on your Start menu under Microsoft Windows Embedded Studio.

You are looking at the wrong stuff.
The Components Manager is used for .NET applications.
Your are reading instructions for XP Embedded.
This is the OS for static devices, such as a retail Kiosks, or a PDA. It is not used in Desktop computers, although it has a limited role for MCE 2005 edition Desktops and is included.

Maybe it would help if I explained what I need it for. I have a new friend who is Chinese. This person sends me email from yahoo.com.cn that is in chinese. I only see question marks so I assumed I needed a language pack??

That is not what you want.

Let me roughly divide up language support:

• Your menus, dialogue boxes, etc. and are all in Chinese -- you have either a localized Chinese version of the OS; or are using the MUI (Multilanguage User Interface); that is not what you want.

• You have English menus and dialogue boxes, but want to be able to use a Chinese keyboard layout, and see Chinese characters on the screen. This is done by adding support for additional languages in Regional Options. This adds "input" language support.

• You want to visit web sites with Chinese Characters. In Tools, Internet Options, General tab, "Languages" button at bottom. Add the display languages to support to Internet Options.

• You want to read emails in Chinese. This is done by configuring multilanguage support for Internet Options as above; either through IE or through the Control Panel. You may need Fonts to render this properly. See: »zsigri.tripod.com/fontboard/webnmail.html
