Of course, if you took it over, you'd also have to take the contract that goes with it.

Of course, if you took it over, you'd also have to take the contract that goes with it.
The City of Filthadelphia could have taken it over for free. But they didn't want to pay the cost of operating it. And small wonder, since it cost plenty to run and brings in little to no revenue. And with hardly anybody using it, there were no prospects anyone else would want it.
