Yep I checked the smart host setting for Exchange - there wasn't anything there. They are using Verizon DSL for their internet connection so I figured I would use outgoing.verizon.net but when I do, the email gets queued but never sent.

As a test, I entered my own SMTP server and authentication info - that worked. So I have to conclude that if I were to use outgoing.verizon.net I also need to use authentication.

I am a Verizon Business DSL agent. You will need the smtp server outgoing.verizon.net, and yes it does require authentication. You would need the username and password the the cx's Verizon account.

Could you please clarify. Just about all SMTP servers use authentication as an anti spam measure now a days.

I think what OP is alluding to is a while ago Verizon instituted a policy that required return address be the user's Verizon email account. Is that policy still in effect?

Will Verizon's outgoing SMTP mail server accept mail regardless of return address as long as sender is able to authenticate to the server?

This works fine. I'd wager a guess that outgoing.verizon.com does not care if it's a residential or commercial customer connecting; I can send mail as any user @ any domain via that server as long as I authenticate with my VZ credentials.

What I think the OP was referring to is that their vendor software does not provide any means for providing the auth info as part of the configuration.

to answer the questions..
1. verizon's outgoing email server requires authentication. this was not always the case. it started about 4-5 years ago.
2. verizon's outgoing servers will accept mail transmission regardless of return address. i remember this being the case a few years ago but after the last big suit verizon was part of (the one caused by the zero tolerance spam policy) this was removed as part of the settlement.
3. the issue of spam and relaying exists in the fact that verizon does not allow any other outgoing server to be used when connected to verizon services (fios, dsl, dialup).

How do they prevent the use of a non-Verizon SMTP message submission server without blocking port 25 outbound?

This is not true. I use my domain hosting service SMTP services instead of VZ's on my DSL line and have for years.

Is your DSL line a business or residential line? I use my own SMTP server (I am not hosting it however) and use port 26.

I just use the default ports in my email client (Thunderbird) to access all my accounts and send email for them via my hosting service's SMTP setup for my domains. The only accounts I use the VZ SMTP server for are the VZ email addresses...which I use for nothing important. My own domain's SMTP server also requires authentication...as it should be.
