Mr Matt : :) One solution would be to allow any utility (Water, Power, Gas) to provide data/voice transport services. Incentives could be given to install fiber during the installation of any new underground services. Any utility could then provide the last mile of access from a central peering point to customers homes or businesses. Any company providing voice, data or video services could use the facilities to transport their services. Once the delivery of voice data services becomes competitive the incumbents attitude may change.
