I usually look for the specialized hard casing and snowshoes lashed to the telco cable.
It's easier to place a single RT than can handle a DSLAM with room for a VRAD than place two seperate RTs fwiw. |

| All vrad cabinets placed in our area have been fiber fed. Nothing copper fed. If the fiber has not been spliced yet there would be no case or snowshoes. Or the fiber could be directly pulled into a handhole next to the equipment then no splice case would be seen. Another tell tell sign of fiber would be he innner duct. |
