U-Verse IS available on both sides of the river in St Louis, though not everywhere on both sides yet. Supposedly the techs on the IL side are VERY busy doing installs for the Metro East. Not sure how big an area is green, but I know that there is green on both sides of the river.

Try checking out the forums over at uverseusers.com, and for STL info, might have to check both the Missouri and Illinois specific forums
