I was re-reading /re-listing to: Security Now! with Steve Gibson, Episode 139 for April 10, 2008: Network Congestion which 81 min long...
..I was wondering: #1 if using encryption for P2P to bypass the throttling of ISPs (ISPs that throttle P2P), hurts Network Congestion?
#2 Is there anything else an ISP can do that will help Network Congestion, and at the same time allow for P2P.
Besides: Throttling, Network Caps (go over the limit - you pay extra)?
