[Config] Cisco 26xx and Level 3 T1

We have a T1 configured and running. However here is the problem statement:
External L3 gateway is .149
External IP .150

Tracert to .149 is 20ms with no traffic load
Tracert to .149 with one workstation downloading a 100meg file is 160ms
The more traffic the higher the ping times to external gateway IP .149
Users experience slow internet and Outlook mail timeouts during the day. Total users 18.
Any assistance would be appreciated - note L3 says the T1 is running error free with no packet loss.

You're going to experience higher ping times as you pass more traffic. The buffers will be filling up with the file transfer, and the ICMP traffic will be queued. The time the ping request/reply spends in the buffer increases latency. I'm not really sure why you have a 20ms latency to your DG with 0 traffic, but I've never used a T1 so I wouldn't know it's latency parameters.

If it's a true point to point T1 and it's empty, it should be around 4-5ms, assuming it's terminating locally. Frame or ATM might be a bit higher.

Further investigation has yielded - Level 3 gateway router is in Los Angeles not San Jose(we are located in San Jose). This seems very odd to hop to LA and back to SJ then back to LA, Hywr is in Norcal near SJ. See these tracerts - your opinion is appreciated.

That's a bit odd. We can all speculate, but what does L3 say? Given the distance, 20+ms (and 50+ms to LA!) seems a bit high. L3 owns Broadwing, but I don't think I've ever seen a Broadwing hop on my L3 circuit unless that was the destination was Broadwing.

Can you verify that there was minimal traffic on your circuit when you captured this? Do you have access to the router?
