The over-crowing on the internet with IP addresses is a problem in he US, I could see their shift overseas. ISP redirects handled by third party vested US companies doing business overseas. I would not put it past the major carriers to form a Corporation and capitalize on being part of the third parties. Check your logs, look at some of the new companies. Look at where the IP address takes you. Some of these companies or IP addresses have been talked about in DSL forums or on sans.org.
