I think the point isn't to get every up and running on 50 Mbps service. It's more to address the needs of the marketing department.
That or they don't want users rushing to a service tier that's still in testing..

I'm just curious if they set these "new markets" to 50/5 also..being that docsis 3 modems are out now.
