I don't know where you get your movies, but a typical, well encoded 2 hour movie is about 1.3GB, and it looks just fine on an SD tv, and is acceptable on a HD tv. Sure, the 20 minute TV show in HD is about 1GB, but, again, the quality of a well ripped 720p TV show is virtually indistinguishable from the HD broadcast, and looks MUCH better than the same show on DVD. Of course, given that comcrap is going to limit you to 100GB/month, that means a HD movie (expect it to be about 6GB), will suck all your bandwidth after about 15 movies. Of course, if your willing to pay $15.00 (call it $9.00) for a DRM encumbered, expiring movie due to the overage charges, it will be great for you.

NONE of these plans will ever work until the US finally gets a sane (read: competitive) broadband policy.

True, true. I am planning to make an investment in an upconverting DVD player in the near future so that the DVDs I do rent look somewhat watchable.

I happen to think that if there were more bandwidth intensive applications, such as HD streaming, that might gin up demand for better broadband service in the USA. Of course, I seem to be one of the 5 people who actually watch HDTV on a regular basis.

The problem is that no one wants to pay for it. Customers don't want a price increase and content providers don't want to do anything to help ease the bandwidth usage.
