It would not make any since for TWC or COMCAST to allow you to pay someone $8.95/month for access to 10000 movies (VOD Services) that they already charge you $3.95/each for.
No, this is a not a technology that will last, since you need to have 28Mbps downstream to maintain an HD stream. Look at this math to prove the HD point, this is for a 25GB Blueray type film, over 2 hours.
((25 GB) / (2 hours)) to Mbps = 28.4444444 Mbps Google 
I dont know any ISP's that give you anything close to that speed, espically one that can maintain that for 2 hours.
