How to Authorize ASP.NET to Access my Resource?

Whenever I attempt to append to the log file on my website, I get this:

ASP.NET is not authorized to access the requested resource.

By going into the GoDaddy Hosting Control Center, I can pull up the IIS settings and see that the folder I am trying to write to has Anonymous Access, Directory Browsing, and Set Application Root all checked.

How do I enable ASP.NET access to my file?
