The only time I ever see using this is when I have a sudden need to reinstall Fedora in the middle of the arctic wilderness; and I'm sure that I'll have forgotten to bring all 24 CDs. Maybe I could put them all on one blu-ray disc?
From my experience, installing a linux distro without high speed access is a corner case, certainly not something that needs to be the focus of the installation infrastructure.

For Fedora 8 there was only single disc Live CDs that were installable, and single install only DVDs, plus net install. There was such an outcry for full CD sets, they brought them back for Fedora 9.
